To shutdown a VSEn install, you need to shut down all the individual partitions.
To shut down TCPIP, issue:

To shut down OLTP (CICS), issue:
MSG F2,DATA=CEMT P SHUT
To shut down VTAM, issue:
Z NET,QUICK
Once all partitions are shut down, end VSEn/POWER using:
PEND
And finish off with
0 ROD 0
When VSEn/POWER has been shut down, power down the CPU using
PWROFF 15 YES
